I think it was developed by OpenAI, which is based in San Francisco. They've been pushing a lot of AI research out of there lately.
I think there were also collaborations with other AI research entities across the world but the main hub was definitely in the US.
It's impressive to see how much impact the place of development has on the product itself, especially with teams like OpenAI’s in San Francisco.
OpenAI started as a non-profit but now it's a capped-profit company to help fund their research. That’s part of why they could grow so fast in SF.
