Brooklyn Park officers cleared by department in use of deadly force in wake of Hortman assassinations

The Brooklyn Park Police Department has announced that two officers involved in the deadly events following the assassinations of Melissa and Mark Hortman have been cleared after an internal review. This announcement comes after a thorough investigation into the officers' use of deadly force during the incident in June. The review was conducted in line with department policies and also involved third-party assessments requested by multiple law enforcement agencies. In the early morning hours of June 14, officers Zachary Baumtrog and Jay Bloyer responded after receiving information about shootings involving Senator John Hoffman and his wife, Yvette, at their home. Acting on these reports, the officers proceeded to check on the Hortmans, who were connected to the ongoing violent situation. When they arrived, they noticed a vehicle resembling a police squad car with flashing emergency lights parked in the Hortman driveway. Additionally, the officers saw a man, later identified as Vance Boelter, standing outside the front of the Hortman residence, dressed in a police uniform. According to authorities, Baumtrog fired his weapon in response to gunfire heard at the scene. After the shots, Baumtrog and Bloyer discovered that Mark Hortman had been wounded and pulled him away from the doorway of the house. Tragically, neither officer was aware that Melissa Hortman was still inside the home at the time. Both Melissa and Mark Hortman later succumbed to their injuries. The department’s investigation concluded that the actions taken by Baumtrog and Bloyer were consistent with Brooklyn Park Police Department policies regarding use of force. However, the department emphasized that these findings are preliminary, and any new evidence will be thoroughly examined. In an effort to maintain transparency and ensure accountability, Brooklyn Park Police Department, alongside other law enforcement partners, has requested a comprehensive third-party after-action review of the entire incident. This review aims to provide an independent assessment and help the department understand the events fully, potentially informing future policy or procedural changes.
